Local conditions
Pottawattamie County's published design criteria list a 115 mph three second gust at Exposure C, 30 psf ground snow load, 42 inch frost depth, negative 5 degree winter design temperature and climate zone 5. The climate figures are the same on both sides of the river, because weather does not read state lines.
What changes is the code cycle enforced against them. The county's published criteria reference the 2015 IRC, an older cycle than the 2018 IRC used across Sarpy County. We could not verify which edition the City of Council Bluffs currently enforces inside city limits, and we will not print an edition we have not confirmed. The door requirement is the same in either edition: a permanent label with positive and negative design wind pressure, tested to ASTM E330 or ANSI/DASMA 108.

Iowa is stricter than the Nebraska suburbs about who may do the work. Under Chapter 13 of the city code contractors must hold a current city license and carry insurance. Separately, Iowa Code Chapter 91C requires contractors earning $2,000 or more per year from Iowa construction work to register with the Iowa Division of Labor, and requires an out-of-state contractor to file a bond before starting work when the contract price is $5,000 or more. Nebraska has no equivalent registration.
There is a tax difference too. In Iowa the contractor is the consumer of the building materials and pays sales tax at purchase, and Iowa taxes repair labor while exempting labor tied to new construction and remodeling. Nebraska has not taxed contractor labor on real property improvements since October 2007. That is why an Iowa invoice and a Nebraska invoice for the same door are built differently.
